Every entered wallet's $POT balance is hashed at draw time, so the holder set can't change afterwards.
r = sha256(seed | blockhash | snapshot), pick = r mod total shares, then walk holders until the running total passes the pick.
50% of the treasury's $POT balance, read at settlement and sent straight to the winner's wallet on-chain. The treasury never enters its own draw.
